Enclosure 1.

COP Y.

RECE BE 24 DEC 15
Government Civil Hospital,
Hongkong, 29th. October, 1915,
To The Secretary of State for the Colonies.
sir.
May I be allowed to bring the following matter to
your notice and hope for an investigation re same? I am a Nursing Sister in the above Hospital and have held the same position since 1903.
I have received an order through the Principal Civil Medical Officer to pay into the Treasury the sum of nine
shillings for Medical attendance on my voyage outwards in July,
1914,"paid on my behalf" by the Crom Agents to Dr. James Graham
ship's surgeon. This account has never been rendered to me at any
time and it is not fortheswing por. At the time of the voyage Dr. Graham refused payment. I have written to His Excellency the
Governor explaining this, with the result that he has given
instructions for the amount to be deducted from my salary. The sum
is a small one, but my point is this, that if allowed to pass with-
-out protest, other accounts for which I am not responsible, may be
sent in, accepted, without my knowledge yet ordered to pay or have
8 sme deducted from my salary.
If Dr. Graham's account was sent to me, through the
Crown Agents, as my om private concern, they should have sent it
not on and paid it, without my knowledge or consent.
If sent to the Government and the claim not justifi-
-able, Dr. Grahem should have been told so and he would have with-
-drawn it. He was under the impression I was entitled to free Medical attendance on the voyage (my being in Government Service)
and I was under some impression. May I beg that an investigation be made in order that there may be no repetition of the trouble. I am sorry to trouble you at this time, but could see no other way of getting satisfaction.
I have etc.,
